Joel Corcoran Releases Legal Analysis, Calls for Full Public Disclosure of Moda Center Documents
PORTLAND, Ore. — Portland City Council District 3 candidate Joel Corcoran today released a legal analysis following his video last week calling for greater transparency surrounding the City of Portland's agreement and negotiations for the Moda Center. He stated that the public and City Council should be offered the complete legal documents, not just summaries, before major decisions are made.
"Public debate should be based on the actual executed contracts, not summaries of non-binding bridge agreements that pre-date the final agreement," Corcoran said. "If we're asking Portlanders to trust the process, then the process needs to begin with providing the legal documents in an open and accessible manner."
Corcoran's comments follow recent City Councilors' social media posts discussing the agreement between the City and Rip City Management and subsequently Rip City Rising. While acknowledging those efforts to inform the public, he argues that discussions have relied on a summary of a bridge agreement that was approved in February 2024 rather than the agreement itself, which was approved in August 2024.
In the legal analysis, Corcoran writes that the Mayor and his administration have not been forthright, and the Council must demand that information before taking further action.
"This isn't about reaching a predetermined conclusion," Corcoran said. "It's about ensuring that elected officials and the public are working from the same primary source documents. Transparency is the foundation of good governance."
Corcoran will review last week's Council work session on the Moda Center on his campaign's Twitch channel starting at 6pm on Tuesday, June 30th.
